Patrick Joseph D’Addario is an international renewable energy and climate finance expert with more than 35 years of experience in clean energy project development, investment facilitation, and sustainable infrastructure. He holds a Master of Public Affairs in Economics and Finance from Princeton University and currently serves as President of the Fiorello H. LaGuardia Foundation. His work spans Latin America, Africa, Asia, and Eastern Europe, advising governments, development banks, investors, and international organizations on energy efficiency, renewable energy financing, and climate investment programs. He has led major initiatives for USAID, the European Commission, UNIDO, and PFAN.
Dr. Katherine Duer LaGuardia is a physician, public health expert, and women’s health leader with more than 35 years of experience in clinical medicine, academic research, healthcare administration, and pharmaceutical development. She earned her MD from The George Washington University and an MPH from Columbia University. Dr. LaGuardia has held senior leadership roles at the New York City Department of Health and Mental Hygiene, Johnson & Johnson, and major New York hospitals. A published researcher and advocate for women’s health, she also serves as Chairman and Co-Founder of the Fiorello H. LaGuardia Foundation.
K. Gabriela D’Addario is a nonprofit executive, strategist, and cultural leader with extensive experience in operations, fundraising, publishing, and public humanities. As Director of U.S. Operations at The Paideia Institute, she oversees organizational strategy, fundraising, governance, compliance, and budgeting for a national humanities nonprofit, helping double annual fundraising revenue. Previously, she held leadership roles at BuzzFeed and Google, managing international publishing, audience development, and digital partnerships. Gabriela holds a B.A. in Classics from Columbia University and an M.A. from NYU. She is an arts curator, board member, and advocate for civic engagement, public culture, and sustainability.
Jorge Barrigh is an international climate finance and impact investment professional with more than 25 years of experience across renewable energy, sustainable agriculture, biodiversity finance, and resilient infrastructure in Latin America, the Caribbean, Africa, and North America. He currently serves as Regional Director for Heifer Impact Capital, leading impact investments and blended finance initiatives focused on climate resilience and agricultural value chains. Barrigh has managed major regional funds and advisory programs for organizations including USAID, CAF – Development Bank of Latin America and the Caribbean, and PFAN, specializing in renewable energy, entrepreneurship, and sustainable development finance.
Federico S. Fische is a senior economist, energy specialist, and climate finance expert with more than 27 years of international development experience across over 40 countries. He has advised governments, development finance institutions, donors, and private-sector investors on clean energy, climate adaptation, blended finance, and sustainable infrastructure. Federico has structured and mobilized more than $1.3 billion in investments for renewable energy and climate-resilient projects across Latin America, the Caribbean, and Africa. A recognized leader in project development and investment facilitation, he has worked with organizations including USAID, the European Union, USTDA, MCC, AfDB, UNIDO, and the World Bank.

The Fiorello H. LaGuardia Foundation mourns the loss of two founding Board Members whose vision, leadership, and friendship helped shape our organization from its earliest days. Both men were steadfast supporters of the Foundation's mission and played critical roles in its growth and impact over more than two decades. Their guidance helped establish LGF as a leader in community-based development, renewable energy, sustainable agriculture, and South-South cooperation.
Justice Massaro devoted his life to public service, serving as a Justice of the New York Supreme Court, a Human Rights Commissioner, author, lecturer, and prominent leader within the Italian-American community. His extensive network and commitment to civic engagement helped secure early support for LGF and opened doors to important international partnerships that strengthened our programs in Brazil, India, and Africa.
Dr. deLucia was an internationally respected development economist, entrepreneur, and philanthropist whose pioneering work in pro-poor finance and sustainable development influenced organizations around the world. As founder of the Small-Scale Infrastructure Development Fund (S3IDF), he championed innovative approaches that enabled underserved communities to access clean energy, infrastructure, and economic opportunity. His conviction that low-income communities could become successful entrepreneurs with the right support profoundly influenced LGF's development strategy.
Though their backgrounds and perspectives often differed, Russell and Dominic shared a deep commitment to justice, opportunity, and human dignity. Their wisdom, generosity, and humanity enriched our Foundation and inspired all who worked with them.
Their legacy lives on in the communities they helped strengthen, the institutions they built, and the countless lives they touched. They will be deeply missed and gratefully remembered.
